With respect to fuels in the early days of this country, the problem was "quality". How does one judge the quality of a fuel, and how is the quality measured? There are many ways to try and answer this question. In the 19th century, there were many states and counties that went bankrupt because of fuel shortages or poor quality. We do not have a financial system, or a government regulation system, to deal with these shortages. A fuel is like a commodity, how much of one is needed for an engine to run, is a function of the size of the engine. An early locomotive used one gallon of oil per day. A steam locomotive needs fuel to keep running, but the quality of the fuel was not the only problem. The quality of the wood to burn in the furnaces, the quality of the boiler fire bricks and the heating apparatus are more important than the quality of the fuel itself. There are many more ways to measure quality, but the primary one is what you will pay for it. Quality is a relative term, because a measure of the quality of a resource, such as coal or oil, is relative to what you pay for it, and that is an economic analysis. But there is an objective way to judge a fuel quality. In the early days, coal was not very uniform in quality, hence it was shipped by the ton, and weighed in the containers in which it was shipped. The containers were then weighed to the nearest pound. An equal quality of coal in the next container weighed more. The quality could be tested by heating it in a furnace, or even mining and burning it. Now this may seem primitive, but it is one of the ways to measure the quality of a fuel. This is the way the pioneers in this country tested the quality of their own wood, or their own oil. This is the way an automobile mechanic in an early day mechanic shop tested the quality of the oil and gasket to be used in his cars, and even the lead in the gas tanks, as many old cars have lead in the tank. At the same time, we are looking at an old model of an automobile from the 1800's. As the engine was changed, the power delivery changed, as did the oil and gasket.
